The Hanoi People's Committee has issued Official Dispatch No. 6035/UBND-NNMT dated 30 October 2026 to implement the Prime Minister's Decision No. 46/2026/QĐ-TTg. The city has assigned specific responsibilities to departments, agencies and commune-level authorities to guide the identification of green projects, projects meeting circular economy criteria, and the application of the Environmental, Social and Governance (ESG) framework.

Assigning Responsibilities for Implementing Green Project and ESG Criteria

Under the directive, the Department of Agriculture and Environment has been designated as the lead agency, responsible for coordinating with relevant departments, agencies and commune-level People's Committees to communicate and disseminate Decision No. 46/2026/QĐ-TTg.

The Department is also responsible for providing guidance on the implementation of criteria within its state management scope, particularly those relating to the environment and agriculture, for green projects, projects meeting circular economy criteria, and the application of the ESG framework.

In addition, the Department of Agriculture and Environment will compile a list of projects falling within the scope of the Decision and report it to the Ministry of Agriculture and Environment. On this basis, the Department will advise the Hanoi People's Committee on the periodic publication of lists of green projects, projects meeting circular economy criteria, and projects applying the ESG framework on the city's official portal, on 30 June and 31 December each year.

Meanwhile, the Department of Finance has been assigned to take the lead in updating and integrating project data into the investment management system, as well as implementing matters related to the application of the governance framework. The Department is also responsible for assessing the capacity of the state budget and other financial mobilisation mechanisms to fund green programmes and projects, as well as projects meeting circular economy criteria.

In addition, the Department of Finance will coordinate with relevant agencies to provide input on financial and budgetary mechanisms and policies, as well as resources to support enterprises, household businesses and individual business operators. The inspection and monitoring of activities relating to the identification and maintenance of project criteria will also be carried out in accordance with the functions and responsibilities assigned to the Department.

Supporting Businesses and Strengthening Implementation Oversight

The Departments of Industry and Trade, Construction, and Science and Technology have been assigned to implement the Decision within their respective areas of sectoral management. Their main responsibilities include providing guidance and support to organisations and individuals in meeting criteria related to energy, industry, construction, infrastructure, science and technology, while coordinating inspections and monitoring the identification and maintenance of project criteria.

At the local level, commune- and ward-level People's Committees are responsible for communicating and disseminating the regulations to enterprises, household businesses, individual business operators and relevant organisations in their areas. Local authorities will also coordinate with departments and agencies to review and monitor the implementation of green projects, projects meeting circular economy criteria, and the application of the ESG framework. They are required to provide information in a timely manner and coordinate inspections and monitoring when requested.

The assignment of specific responsibilities to each agency is intended to ensure the coordinated implementation of Decision No. 46/2026/QĐ-TTg across the city. Through this approach, Hanoi aims to gradually strengthen its mechanisms for providing guidance, monitoring and overseeing green projects, while promoting the application of environmental, social and governance criteria in investment, production and business activities.
