Ho Chi Minh City Establishes One-Stop Support Model for Gay and Transgender People Experiencing Violence

The Ho Chi Minh City People’s Committee has issued a decision establishing the “Integrated One-Stop Model for Healthcare, Support and Intervention for Victims of Gender-Based Violence from Gender and Sexual Minorities at Binh Dan Hospital”. The model aims to connect healthcare services, psychological support, social work and emergency protection, enabling people experiencing violence to access the assistance they need.

Two Key Points for Receiving and Supporting Victims

The model operates at two locations. The first is Binh Dan Hospital (371 Dien Bien Phu Street, Ban Co Ward), which is responsible for initial reception, medical examinations, screening, treatment, counselling and intervention for cases of gender-based violence, including domestic violence and related acts.

In addition, the hospital provides emergency assistance and coordinates with competent authorities to ensure the safety of victims. It also facilitates referrals to healthcare facilities implementing the “Bồ Công Anh” one-stop support model and other relevant service providers.

The second location is the Ho Chi Minh City Center for Social Work and Vocational Education and Training for Adolescents (14 Nguyen Van Bao Street, Hanh Thong Ward). The center is responsible for receiving, caring for and providing accommodation for victims, delivering social work services and arranging safe temporary shelter for those referred by the hospital, other healthcare facilities or community-based sources.

Implementation and Coordination

The Ho Chi Minh City Department of Health has been assigned to lead the implementation of the model, coordinating with relevant departments, organizations and local authorities to develop operational procedures and professional guidelines, as well as monitor and evaluate its implementation.

Funding for the model will come from the state budget, lawful donations and grants, and other funding sources in accordance with regulations.

The implementation of this model aims to establish a coordination mechanism between healthcare facilities and social assistance providers, enabling victims of gender-based violence from gender and sexual minority groups to access healthcare services, social support and protection.
